And the last bit of dialogue has nothing to do with what the previous three panels  supposed to be setting up - namely, something about the odds swinging against Dudley? Where's the punch-line here? 
 Also: "Hours worth of luck" ? Did you even think about that line in the context of the rest of the strip before writing it?
 
 In closing: this strip offends my sensibilities. Don't write any more until you can write in the 'joke' format more coherently.

Dudley had a streak of bad luck that finally ended when a  happened to polymorph him into a . It's rare to get so lucky (especially for Dudley), so Dudley takes it as the RNG making up for his hours-long bad luck streak. Then he blows his good luck by running into a .
 The :-) is just a bit extra since it's Dudley. :P But yeah, I did goof up with the @ on the last two panels.

 Dudley has had tons of bad luck, and it must be evened out. So he quaffs a  and turns into a , which is good. Then he goes up and gets frozen by a 's gaze. This will waste his good luck, not to mention the  at the bottom, which is obviously going to kill him (he being Dudlet). A bonus is the  makes a smiley face.
